Yes, there are newer versions of TeXmacs available - I can see 1.99-1 and
1.0.7.21 on the website.
But there was recently a change in the R plugin to work well with version 3,
and I'm not sure if these include that change.
I compiled a static version of the most recent R plugin. Just put it instead
of the plugins/r directory on your TeXmacs. Make sure that the tm_r binary in
the plugins/r/bin directory replaces your tm_r.
