I don't know how you can do it with <=1.99.2, but Joris recently implemented multiple automatic sections (e.g. bibliographies, but also TOCs) per document. This is available in the svn and will be in 1.99.3.
Using this feature you could assign some sections to a TOC which you then don't include in your document.
In the meantime, you can try definining a new macro for sections copying what <\section> does (you can see its code clicking on the little wrench in the focus bar)
