Indeed. If you type that code in a regular file you have to activate the macro explicitly.
If you look at the source it will be something like : <inactive|<assign|<inactive|<macro|hi|Hello world>>>>
You can hit enter to activate it.
But it's easier if you just do what Alexandre suggests and save the file as .ts first, then type your macro.
Alternatively, you can type your macros in the preamble (Document->Part->Create preamble), then when you are satisfied with your changes go to Tools->Macros->Extract style package
