Yes you’re right. I do observe the same thing.
Is there a way to prevent TeXmacs from creating a new file upon launching?

It kinda depends. If you are launching TexMacs then doing "File - Load" the behavior is normal. When you first run TeXmacs a "No Name" document is created and when you "File - Load" the file is loaded into a new buffer. 

If you do not have TeXmacs already open and you double-click on a .tm or pass a file name to TeXmacs in a shell (command line) then you have some sort of issue.
