Can TeXmacs be compiled on Windows using all free tools? (Mostly rhetorical question.)

The 07-Jul-2015 version TeXmacs-1.99.3.9747-win-x86.exe works ok. The next
version TeXmacs-1.99.3.9825M-win-x86.exe posted 28-Nov-2015 is the first
version with the problem.

Well, I don't need help, you do ;-) Thanks for reporting.
AFAICT the current code works properly for pasting images, so your problem
will likely go away with the upcoming version (but I don't know when that
will be).
