I've tried to redefine render-footnote* to change "smaller" into "legal-brief-footnote-size" which in turn can be defined to be (value "small") or (value "normal-size"). When it's normal-size, the footnotes are too close together and too close to the footnote bar. I tried to put in a vspace* but that gets ignored or collapsed. How do I make it put more vspace between each footnote?
