As for your main question, I know this is possible and I have seen it
discussed somewhere. Unfortunately I can't find it anymore.
Probably
TeXmacs-1.99.4.app/Contents/Resources/share/TeXmacs/packages/standard/std-math.ts
is a good start (macsOS paths)
Hopefully someone can come up with a definite answer…
