In my lab we have texmacs on several windows machine (mostly win 7) and this
problem does not occur. There may be a difference, though: here, texmacs was
installed from the "enhanced" version I built which can be obtained here:
https://github.com/slowphil/mingw-w64-texmacs/releases

If you try it, please report if it makes any difference.
