Would it be possible to also produce a "portable" version, i.e. without registry bindings etc.? Most lecture rooms here do not permit installing software, and I continue to use one of the very early versions that you had produced (Nov 28, 2016!) in classes.

Yes, a few patches had become outdated this is why using
https://github.com/slowphil/texmacs-win-builder was failing. I have fixed
that; it works again now.
The resulting build is available at
https://github.com/slowphil/mingw-w64-texmacs/releases/latest. It's version
1.99.7 with a spell checker and a few extras.
