As far as I know this is not possible. You have to copy in such a way that texmacs performs a conversion from the appropriate encoding.
Actually on my Mac copy and paste of a text with accented characters works just fine (from example from another Text Editor). Maybe you want to try to do “Copy From” and choose “HTML”.
