Sorry, I was not clear enough. I did not suggest TeXmacs include a universal fallback font. Instead, I suggested users be able to choose a fallback font for each document.
About unicode fallback fonts: GNU unifont is bitmap. I also installed noto fonts. (I am not very aesthetic)
