My problem went away ...
After restarting TeXmacs, selected drawings can be cut/pasted or deleted: I can select the drawing with the mouse, or with shift-arrow, and do the desired operation.
Sorry about the false alarm. I am an infrequent user of TeXmacs, and thus not always sure what is the expected behavior.

Normally you should be able to copy/past a diagram environment. Note that this has to be done like other text elements, i.e. by selecting the portion with the cursor while in text mode and not selecting the graphical elements in the graphics mode.
