Yes, I am aware of this somewhat annoying problem, which is also
non-trivial to fix (due to our particular way of building document titles).

But I don't thing that this is a very big problem, because footnotes
are always on the same page in the Pdf export and usually just below
the title in the Html export.  So I consider this as a non-urgent problem.
