In principle, new versions only should get better ;^)
There is no particular known problem with TeXmacs 1.99.3.
But it is always safe to move a version of TeXmacs about which
you are happy to a safe place, before upgrading. This will allow
you to downgrade if necessary (under MacOS, this can be done simply
by moving the bundle to another place).
It also must be said that there are usually not a lot of differences
between two successive minor versions. So if you do not need
any particular new features, then you may simply stick to
a version about which you are happy.
