I don't think it a good idea to re-fabricate the wheels. I propose to cooperate with xournalpp.

an image inside TeXmacs taking the current content of an external graphical
program, or of the clipboard.
A still more sophisticate approach would be just to allow input from the
tablet inside TeXmacs. (a free-hand writing tool)

I don't know how to do this properly (I believe that the proper way should be sharing
data with an external program like xournal). This would be useful when taking notes or
teaching, since it would be quite time-consuming to draw "technical diagrams"
in TeXmacs.
