By the way, on topic, the answer to this "flavour of question" is very 
often "yes" "as a matter of principle". If there is a TeXmacs action 
that you do through a menu (like exporting to pdf), it is quite likely 
that it is (I do not know if it is more than "likely", i.e. "it is" 
without restrictions) executing a Scheme command. Then, by design, you 
can bind that Scheme command either to a different menu entry or to a 
key press combination.
