The easiest "user friendly" way to do this is to create your personal style
file
or style package with all the customizations that you need.
From an empty newly created document, just perform all the customizations
that you wish to do and then use
Tools -> Macros -> Extract style file or
Tools -> Macros -> Extract style package
Save your style file into the directory ~/.TeXmacs/styles
(use ~/.TeXmacs/packages for style packages).
You may also save the file into the same directory
as the document that uses it.
The advantage of a style package is that it can be combined with
other document styles.
You can next enable your style file/package for any of your documents
using Document -> Style (-> Add package).
A less user friendly alternative is to write some Scheme code that
does your customizations when opening a new file.
