Actually, I also have Qt 5.15.3 on my machine. Qt 5.9.7 is in an Anaconda installation. I'm not sure which is being used by TeXmacs.

I believe it may be related to the following bug report: http://savannah.gnu.org/bugs/?60931. Have there been any updates?

If not it could be a sign that TeXmacs cannot find the needed executables. On which OS are you?
