The focus menu (I am taking the principle for granted without checking it in the manual) is designed to adapt according to where is the cursor, so if you want to act on a table with an entry in the focus menu you have to make sure the cursor is in the table. Does this make sense?

I recall that it has been discussed either in the mailing list or in the forum, perhaps with a bit of patience one can find the discussions, and the answer (still based on my recollections) was no; if one wants to first fill one column, then the other, then they must use a table with two columns.

It *may* be that "column break" does not exist "because" the two columns are not filled first one, then other, but they are always both filled distributing the text between them according to how much text is present in the page.
Maybe someone else has a better explanation.
