For some time it was not possible to submit to the ArXiv pdfs generated by TeXmacs, I think it was very good that it became possible (the way it happened, I do not know, but perhaps the requests in various form counted).
I think something we can lobby for is a document format for technical papers which then can be targeted by editors and easily converted in other formats (LaTeX, TeXmacs, PDF, HTML, ….) Still, this would be a complex task, so for the moment a minimal subset of LaTeX could be ideal.
Some LaTeX subset that can be converted into other formats, rephrasing what I think you mean.
