Please let me know if with the following redefinition of chapter-title, 
which needs to be put into the preamble, you obtain the positioning of 
the Table of Contents you want.

This will remove, of course, the blank pages before chapters. If the 
Table of Contents behaves how you want and you want to keep the default 
behaviour of the chapters, we can copy the new macros into a set of 
macros that we would use for the Table of Contents alone.
