I've run into this problem at various times on Debian and Ubuntu. On Debian,
I
need to add myself to the group "users", or whichever group ends up
owning /var/lib/texmf (and especially /var/lib/texmf/ls-R?). That has always
fixed it for me. Oh, and after you have permission to write to the texmf
tree, remove your $HOME/.TeXmacs as well.
