I am sure that it is already in CygTeXmacs. Recently, Joris downloaded
CygTeXmacs to a community Windows computer (at a conference in Spain), on
which nothing useful was ever installed, and TeXmacs worked without any
problem (though slowly, but this was an old computer with small memory).
