Difference in \assign and \with?

Fellow TeXmacs users,

Can someone tell me the difference between the 'assign' command and the
'with' command? The attached file has three tables, whose width is set
by a variable. The first two are set by 'assign'. The third is set
with 'with'. However, my use of 'with' does not seem to alter the
variable in the manner I expect.

Please shed some light on this if you can.
