As a LaTeX user, I never would have thought to put them inside the
label. But thinking about it, that's where my cursor is likely to be
when I make a label during editing of a TeXmacs document. Perhaps the
code that inserts a label should automatically move it to just after the
label, or disallow entering a label inside the section heading text?

Either solution could confuse people, though perhaps the first one is
more in keeping with "do what I want" and "least surprise".
