[TeXmacs] static binary distribution of 1.0.7 Cannot input Chineses

I'm using ubuntu8.04.
But the texmacs(1.0.6) package in the apt source doesn't so well,so I download
the static binary distribution of 1.0.7.It works better ,but I cannot activate
scim input for Chinese this time.

Starting it in the terminal,it shows like this :
lq@lq-laptop:~$ texmacs
TeXmacs] Warning: locale could not be set
TeXmacs] With linked TrueType support
TeXmacs] Loading corktounicode
TeXmacs] Loading unicode-cork-oneway
TeXmacs] Loading tmuniversaltounicode
TeXmacs] Loading unicode-symbol-oneway

I think "TeXmacs] Warning: locale could not be set" is the problem,Because
starting 1.0.6 (installed from the apt source)will not show this message.

I have googled ,but cannot find useful information. So ,does anyone know how
can I solve this?
