[TeXmacs] "Export as LaTeX" doesn't work with Chinese characters

I'm using texmacs 1.0.6.11 with ubuntu 8.04.

The "Export as LaTeX" functions well when only English characters in the
file.
But with even one Chinese character ,it complains:

And I get an empty tex file.

Does anyone knows what does this means and has any idea about this problem?
Every suggestion will be appreciated.
