If you do set a car inside specific maybe try and do it once at the start of the doc. I can't remember if it works in a stylesheet.
You clould try using specific to set a variable and use the variable in a condition for the block.
I used a similar thing to override the HTML export rendering of enums Cisco texmacs doesn't use start-at for when the-item doesn't start at 1
