[TeXmacs] TeXmacs and Octave on Windows (again)

Recently Michael Shea described on this list how to get
the Maxima plugin work on Windows (thank you Michael).
I tried to apply this recipe for Octave, but it did not work
(win8.1, texmacs1.99.3, octave-4.0.0).
Apparently, the plugin availability remains a matter of luck.
Few years ago David Miller wrote on this list:

"The installation of Octave on MS Windows requires a number of manual
steps and configuration items before TeXmacs shows Octave as an available
plugin. This includes modification of the PATH environment variable. After
successfully jumping that hurdle (which is not documented anywhere)..."

What is the status of the problem today? If anyone has got Octave plugin
work, please "document" the recipe on the list.
