European numbering style... there's a style package you can include that sets up numbering the way you want. I'm away from the computer, so I can't tell you the exact name for sure. Look in the menus, the ones for add in packages,  not primary styles like letter or article.

-Problem 3

-Exercise 3

-Example 4

SECTION 7.3

-Exercise 1

-Problem 1

...Etc


I read around and it seems like I must 
1) redefine a counter, so it resets by section 
2) redefine some environments so the numering does not show the chapter ( or section)

but I don't understand where to do this!

Can somebody help a newbie on this!
