Hi Frank,
it is not a bug. Page numbers are not computed in Papyrus mode, you need to switch to Paper mode before updating the table of contents.
Do you get my point now on why you need to be specific when report what you think is a bug? ;-)

Steps to reproduce:

Just create these sections, then Insert -> Automatic -> Table of Contents, and press Ctrl-Shift-R several times, then the page numbers become question marks.
