I think Joris and Andrey knows about it. But it seems to me that TeXmacs
approach to encoding it very atypical.
I think all iso8859-1 characters can be typed using the appropriate keychords
and/or document language setting.
About Euro and Cent symbols, it looks like TeXmacs does not currently support
them, but that should be easy to add. I think all the information is in
Debian's howto-euro (especially TeX font and character code of these symbols).
