It seems to me that <lsup|*> is not translated in LaTeX.
(see appended files) and I don't undestand that "left
prime" is a left index (paragraph 7.2.1 of the dvi documentation).

A translation of <lsup|"some_character"> could be {}^"some_character"
and a translation of <linf|"some_character"> could be {}_"some_character"

2 typos in the dvi documentation: 
- page 15, paragraph 2.5.3, 5 lines before the end of the paragraph:
  grammatic for grammatical
- page 22, end of paragraph 3.2: guillements for guillemets
