What do you want to do? Why use Type1 cm fonts while TeXmacs can use the
native ones?
Well, in latex, you can use packages 'ae' and 'aecompl', and tell dvips to include postscript fonts. The resulting postscript can be converted to pdf (ps2pdf) and looks nice. If you don't include the type 1 fonts and convert to pdf, the document looks rather ugly.

No, TeXmacs is not front end to LaTeX, but a new typesetting system which is
completely incompatible with TeX.
I do not know about the TIPA fonts. Does someones knows what they are and
whether they are already supported by TeXmacs?
The TIPA package is a system for processing the International Phonetic Alphabet. It includes metafont sources and latex macros for accesing the fonts.
By the way, how do I know if a given package is already supported by TeXmacs?
