simple-format is as built-in GUILE function (it seems to be in the ice-9 
module, whatever that means). My best bet is that your GUILE installation 
is broken.

I suggest you to install the latest stable GUILE from source and compile 
TeXmacs with it. You just need to have your hand-installed guile-config 
in the PATH when running TeXmacs' configure script.
