There is a way to define such a macro:

<assign|phantom|<func|x|<var_if|false|<apply|x>>>>

I will include it by standard in TeXmacs 1.0.0.8.

Maybe David can give you some explanations.
Unfortunately, the mode for writing style files is
not very practical yet and it lacks even more of
adequate documentation.
