First of all, sorry for the late reply.

I just answered that question in another mail, but I will restate the basics
here:

Parameters 2 and 3 of the postscript element (which you can modify by
backspacing into an image) can be

-- factors of the form "*2", "/3" or "*4/5"

-- lengths like "3cm", "128px" or "0.8par"

If one of these two parameters is ommitted, the image is scaled with a
preserved aspect ratio. If both parameters are non-empty the image can
be scaled with an arbitrary aspect ratio.

Parameters 4 to 7 are length which specify how cropping most be done,
relative to the the bottom left corner of the image.

You can find more about lengths on the Wiki:

Then you should use something like:

<postscript|figure.ps|/3|||||>

Resize object has nothing to do with this. It is used to change the
bounds of a typeset box. Is is used to typeset list items.

Dunno... can someone help?

You have to set the printer page size in the menu
"Edit->Preferences->Printer->Paper type". That menu will be moved in a
new "File->Page setup" menu.

Joris: maybe this setting should be ignored when printing to a file
(aka. exporting to PostScript). What do you think?

TeXmacs is NOT a LaTeX front-end and is unrelated to emacs.
