That is factually incorrect, and somewhat offensive. During a period of
maybe two days, Debian's texmacs indeed had a bug in which guile support was
broken, taking texmacs down. Ralf fixed that pronto. I had the bad luck of
mastering quantian 0.2 one of those two days.
Quantian 0.3, which has been well over a week, is not affected by this as it
takes Ralf's fixed package. For that matter, neither was 0.1.
