ok, i did the following:
1 open a texmacs session from a terminal
2 in the empty document i pressed the \ key: inmediately appeared <\>
3 in the right side of the \ i wrote 'cite' then i pressed TAB key: the | separator appeared
4 after the separator i wrote IFAD00 (2000)
5 a little below i did text->automatic->bibliography; i put "alpha" and the path to the .bib file; appeared the "Bibliography" title
6 then i do Document->Update->bibliography a lot of times, i get this error on the console:

TeXmacs] BibTeX command: cd $TEXMACS_HOME_PATH/system/bib; BIBINPUTS=/home/charles/latex/latex:$BIBINPUTS BSTINPUTS=/home/charles/latex/latex:$BSTINPUTS bibtex
temp
This is BibTeX, Version 0.99c (Web2C 7.3.1)
The top-level auxiliary file: temp.aux
The style file: alpha.bst
I found no \citation commands---while reading file temp.aux
Database file #1: /home/charles/latex/bibliography/tuto.bib
(There was 1 error message)
and as you guessed, still no luck

I just put your bibtex entry in my bibtex file, and the following worked
as it should:
- open a new texmacs file
- type: \cite [tab] IFAD00 [return]
- you should see [?] now.
- choose from the menu: Text->Automatic->Bibliography
- enter alpha
- enter myfile.bib
- select twice from the menu: Document->Update->Bibliography
if this doesn't work for you, then:
- look in the shell you started texmacs from, there you might see error
messages.
- enter: "kpsewhich myfile.bib" in your shell to see if your bibtex file
is found.
