The trick is that Debian calls the dictionnaries resp. "british" and
"american", not "english" and patches software (including texmacs) to
work with it.
What you probably did is trying to use a hand-compiled-from-tarball
texmacs without applying the Debian patches.
You can get the debian package source with "apt-get source", the patches
are in the ./debian/patches directory.
