No, there is not. In texmacs, counters are regular variables, which are
incremented and converted as needed. The best resource a.t.m. is the
texmacs style files. Yes, that's not very friendly.

You _can_ do this in texmacs. But not very easily. You'd have to define
your own custom list environment in a personal package file (.ts). Check
std-list.ts to see the definition of the standard enumerate
environments. The counting is down by the internal "item" macro.
Note: insert a space a space after the definitions which read
"<error|compound|newenumerate>" and "<error|compound|newitemize>" to
display the actualy definition. A display bug was introduced in the file
format transition late in 1.0.2.n series.

No way to do this in a flexible and portable way at the moment. But you
can modify the way _your_ texmacs installation will typeset mathematics
by modifying the texmath.syx file.
