I figured it would have something to do with the bibtex program and
googled. Found that changing the entry to

@ARTICLE{sims2003howmuch,
author = {Lyman, Peter and Hal R. Varian},
title = {{"How Much Information" Retrieved from
http://www.sims.berkeley.edu/how-much-info-2003 on 4th Jan 2005}},
year = {2003},
}

preserves the case.
