Also just putting the letters you want capitalized into curly brackets works too:

@ARTICLE{sims2003howmuch,
author = {Lyman, Peter and Hal R. Varian},
title = {"{H}ow {M}uch {I}nformation" {R}etrieved from
http://www.sims.berkeley.edu/how-much-info-2003 on 4th {J}an 2005},
year = {2003},
}

heh. not that that is easier or anything.
