You currently cannot, because the set of packages you
use is a property of the document. So it's not like a variable
that you just need to set to a particular value once for all in
the beginning : what you (would) need to do is, each time a
document is loaded into TeXmacs, test if it uses the varsession
package, and if not, update the document. This is beyond the
scope of the simple things that can be done by changing the
my-init-texmacs.scm file.
