Definitely not. The processor you have (1Ghz) is quite sufficient.

It should definitely not do it. Some questions :

-> which version of TeXmacs are you using ? It should be >= 1.0.5 ; it
  should be noted that the alpha version of the graphics only appears
  in the 1.0.5.9 version ;

-> do you observe the same behaviour with other kinds of curves (i.e. 
splines) ?
  It is known that drawing circles is slower than for other curves, due 
to cos/sin
  calculations, but it does not go to the extreme slowness you describe ;

-> are you using Windows (recently, the Windows version has been broken, due
  to compilation problems) ?

Most probably, it is either your TeXmacs version or your OS.
