Last time I looked at the code, TeXmacs was aggressively using the
"PRIMARY" X buffer, which is what is used with X-style copy-paste
(select text to copy, middle click to paste).

What most people expect from copy-pasting being so different from that,
modern toolkits seem to use the "CLIPBOARD" X buffer for that purpose.

Maybe it's not the current bug in TeXmacs, but it would be a place to
start for somebody willing to try fixing the issue.
