Alignment of \left < vs \langle ?

I noticed that when I type \langle 2 vs \left < 2, the alignment of the
top of the langle character and the numeral two is different. The same
thing happens with \left ( etc. when there is no superscripts or
fractions inside the contained expresssion. Is it supposed to be that
way, or is it mis-positioned? If it is supposed to be that way, then why?
