That answer was written for a Linux box, but I think that it can be used
using
MS Windows and Excel.

Do you know how to create a PS file using a MS Windows program? It's quite
easy. You only need to create a new printer. Select a PS color printer of the
list of available printers, and select 'Print to a file'. Print the table and
you'll get a ps file. It's like the 1st step of the answer of the FAQ.

If you wanted to see the ps file, I think that you could use any PDF reader
(but I could be wrong. In that's the case, look for Ghostview in Google).

Then you need to use ps2epsi. I think that this is part of Ghostscript:
