Finding people to do the job itself is one of the
problems. The other one is to define this very job
and all its possible subtasks is such a way that
everybody agrees that (given the scope of the current
discussion), nothing really important has been forgotten.

As soon as we are there, it is only a matter of time
till the things will be implemented (or at least, one
blocking factor will have been attacked).
