No; it supports all bib styles. However, natbib is not just a bib style:
it also requires an additional LaTeX style file, since it does not rely on
the usual \cite and \nocite commands. So natbib is very special
(and I would discourage you from using it for this reason).
TeXmacs provides macros "cite", "nocite" and "cite-detail",
which should suffice for most purposes.

If you don't need LaTeX conversion, then you probably will not need natbib
either.
